Închisorile din Europa trec printr-un proces de modernizare conceput pentru a reduce constrângerile şi să se adapteze în mod constant la societatea în schimbare. În mod tradiţional, diferitele sisteme s-au concentrat pe îmbunătăţirea programelor de intervenţie din închisoare cum ar fi motivarea deţinuţi, reducerea conflictelor, programe de tratament, de formare şi de lucru.

În ultimii ani, unele state membre (inclusiv cele partenere in proiect) s-au dezvoltat măsuri organizatorice şi funcţionale care vizează îmbunătăţirea  organizarea de închisori ca un întreg, cu accent special pe eficienta managementul resurselor umane, şi sisteme de evaluare, precum şi consideraţiile privind drepturile omului.

O analiză realizată la nivelul consorțiului relevă următoarele aspecte cu privire la reintegrarea foșt lor deținuți:

  1. Lucrătorii din penitenciare cu atribuții și competențe în domenuil reintegrării sunt în număr insufficient
  2. Activitățile de rientegrare pe care aceștia le organizează cu deținuții nu au un cadru comun, materiale similare sau abordare asemănătoare la nivel European
  3. Activitățile de reintegrare se limitează de cele mai multe ori la spatial penitenciarului și la perioada de detenție.

Proiectul CLAP va propune o metodă educțională alternativă pentru a reintegra deținuții în comunitate.

CLAP oferă o posibilă soluție la problemele de mai sus prin:

  1. Dezvoltăm o comunitate a lucrătorilor din penitenciare  în țările partenere, sperând să compensăm numărul mic al acestor specialist cu creșterea accesului lor la informații și bune practici;
  2. Implicarea lucrătorilor din penitenciare şi a deţinuţilor în dezvoltarea de

    strategii şi instrumente pregătitoare pentru eliberare, materiale adaptate la nevoile lor specifice, dar, de asemenea, cu un cadru suficient de standardizat;

  3. Materialele produse sunt exclusiv dezvoltate având în vedere nevoile celor implicate în pregătirea eliberării și părăsirea sistemului de detenție. Aceste material vor fi flexibile și adaptabile, cu o formă cât mai ușor de costumizat.

CLAP – Acest proiect de pregătire a eliberării pentru deținuți este un răspuns la realitatea dură cu care se confruntă aceștia în primele zile de libertate. În cazul în care aceste zile nu sunt bine pregătite în prealabil, riscul de revenire în închisoare este mult mai mare. CLAP are drept scop asistarea pregătirii în aceste zile, oferind un set de instrumente pentru lucrătorii din închisori şi de deţinuţi, dar mult mai important, oferă ca acestor actori şansa de a negocia şi de a ajunge la un punct comun în munca lor, astfel încât fiecare intervenţie să fie personalizată cât de mult posibil.

Instrumentele de CLAP – Instrumentul Dialogic de Comunicare în Intervenție (pentru lucrătorii din penitenciare) și My ComPASS Ghidul de Reintegrare (pentru deţinuţi) sunt dezvoltate împreună cu utilizatorii lor: consorţiul proiectului oferă contextul (prin organizarea de întâlniri şi formare profesională) şi mijloace (cadru de instrumente, site-ul, platforma virtuala pentru comunicare, logistica).

Instrumentul Dialogic de Comunicare în Intervenție este o colecţie de instrumente dezvoltate pentru şi cu educatori şi asistenţi sociali din penitenciare, pentru a facilita şi îmbunătăţii dialogului cu deţinuţi, pe baza nevoile identificate de către lucrătorii înşişi. Va cuprinde unelte, jocuri, povesti, metodele dialogice (David Bohm), pentru a fi utilizate cu deţinuţii în detensionarea unor situaţii stresante, a conflictelor şi altor situaţii de risc. Va fi disponibil în format tipărit şi electronic, în limba engleză, română, în limba poloneză, finlandeză, greacă, maghiară şi limba malteză.

My ComPASS Ghidul de Reintegrare va fi dezvoltat de lucrătorii din penitenciare folosind Instrumentele CLAP deja dezvoltate, împreună cu deţinuţii și cu asistenţă din partea membrii consorţiului. Ghidul va fi disponibil în formă tipărită şi format electronic, în limba engleză, română, poloneză, maghiară finlandeză greacă,   şi limba malteză.

Asociaţia Europeană de Educaţie în Închisoari este o organizaţie formată din educatori din penitenciare, administratori, guvernatori, cercetători şi alţi profesionişti ale căror interese constau în promovarea şi dezvoltarea educaţiei şi activităţi conexe în închisorile din întreaga Europă, în conformitate cu recomandările Consiliului Europei.
